Andrew has spent his career developing and advancing policies to address our nation's substance use disorder crisis. He is currently lead staff for the Fletcher Group on a research initiative in partnership with NORC at the University of Chicago and East Tennessee State University (ETSU) that would create a Recovery Ecosystem Index to identify and map the strength of various recovery services in states and local communities. Most recently, Andrew served as Chief of Staff to the Federal Co-Chairman of the Appalachian Regional Commission (ARC) where he helped federal, state, and local partners build and strengthen recovery ecosystems to help Appalachians maintain long-term recovery and obtain sustainable employment. That work culminated in the development of ARC’s INSPIRE Initiative, which is a $10 million annual grant opportunity designed to give communities the resources they need to develop local recovery ecosystems. Prior to that, Andrew served as Vice President of Federal Affairs at the Addiction Policy Forum where he worked with impacted family members across the nation to develop and advocate for a comprehensive response to the nation's opioid epidemic. As Director of Federal Affairs at the Justice Action Network, Andrew analyzed and developed federal criminal justice reform designed to reduce recidivism and help individuals in the criminal justice system successfully re-enter society. In addition, he served on the staff of Kentucky Senator Mitch McConnell where his work included collaborating with law enforcement to combat drug trafficking.
