Donnie Woodyard Jr., MAML, NRP, is an author and nationally recognized EMS leader with over 30 years of experience in emergency medical services, policy, and innovation. He has served as State EMS Director for Louisiana and Colorado, COO of the National Registry of EMTs, and now as Executive Director of the United States EMS Compact. His work has advanced EMS governance, clinician mobility, and national preparedness. Internationally, he led EMS development in Sri Lanka and South Asia and has responded to disaster and conflict zones worldwide. A graduate of the Naval Postgraduate School’s Executive Leadership Program, he holds a master’s in management and leadership and is completing a doctorate in law and policy. Donnie is also a scuba dive master, fixed-wing pilot, and Civil Air Patrol squadron commander.
