He excels in Project Management, Leadership, Operations Management, Team Building, Strategic Planning, and Training and Mentoring.
Russell has led several key projects, including the PFD EMS Officer Realignment, LUCAS Training, and APR Training for the COVID-19 Task Force. As a SERT Officer, he has played a pivotal role in large-scale events such as Made in America, Welcome America, DNC, and the Pope's Visit to Philadelphia.
